围绕区域知识能力综合评价和知识溢出模型修正与实证展开,借鉴弗森伯格划分潜在知识溢出和实际知识溢出思想,综合考虑区域临近、信息、人员流动等因素,引入知识溢出效率系数,构建知识溢出效率系数经验公式.采用区域知识能力差距替代区域知识存量差距,采用区域知识吸收能力替代区域学习能力,对凯尼尔斯模型进行修正和改进,转变其仅能测度区域潜在知识溢出的弊端,使修正模型直接评价区域实际知识溢出效应.实证表明,修正模型更具合理性和科学性,更加贴近我国经济运行现实.
Abstract：By centering around the regional knowledge capability evaluation and spatial knowledge spillovers model modification,using Verpagen's idea which divided knowledge spillovers into potential knowledge spillovers and practical knowledge spillovers for reference,considering such factors as regional approach,the flow of information and personnel,introducing the knowledge spillovers coefficient,substituting regional knowledge capability for regional knowledge stocks,and replacing regional knowledge absorbability with regional learning capability,Caniels spatial knowledge spillovers model is modified and improved.The modified model could evaluate practical knowledge spillovers directly.The result shows that the modified model is more reasonable,realistic and much closer to our national economic operation.
